While the Cheyenne and Arapaho chiefs met in Denver on September 28, 1864 and left in the strong belief that they had secured protection for their people, Major General Samuel R. Curtis, the head of federal forces west of the Mississippi, had telegraphed Colonel Chivington: “I want no peace till the Indians suffer more…No peace must be made without my directions.” Chivington claimed later that Indian agent Samuel E. Colley had told him he had been able to do nothing with the natives for the past six months and that, in his opinion, they should be punished for their hostile acts.
